Customer Assistance Program (CAP)

The CAP program offers affordable payment plans for customers with low income and long-term bill payment problems. If you are a residential-heat customer and need to have a more permanent solution to your chronic bill payment problem, then you may find CAP to be a valuable program. There are strict income guidelines that define a customer's eligibility to participate. Your income must be at or below 150% of poverty level.
