Pennsylvania PUC Approves Columbia Gas of Pennsylvania Rate Request

First adjustment in 12 years, reflects increased costs of service; including necessary infrastructure upgrade

CANONSBURG, PA - The Pennsylvania Public Utilities Commission (PUC) today approved a settlement granting Columbia Gas of Pennsylvania its first base rate increase in 12 years. The settlement reflects Columbia's increased cost of providing service, including the company's ongoing infrastructure upgrade and replacement program. Columbia had filed the rate increase request with the PUC in January 2008.

"This settlement is a direct reflection of our cost of doing business, which includes the replacement of aging portions of our natural gas delivery system," said Columbia Gas of Pennsylvania president Terrence J. Murphy. "The men and women of Columbia Gas have serviced and maintained our existing infrastructure for decades, but some of those facilities are nearing the end of their useful operating lives and need to be replaced. At the same time the cost of delivering gas - like everything else - has increased in the 12 years since we last adjusted our rates."

Under the terms of the settlement, Columbia Gas of Pennsylvania's total revenues will increase by $41.5 million annually (7.2 percent increase). Residential customers using 7.2 Mcf per month would pay $135, an increase of $8. Commercial customers using 43.5 Mcf per month would now pay $680 per month, an increase of $20. Industrial customers using 500 Mcf per month would now pay $7,403 per month, an increase of $173. The new rates will go into effect October 28, 2008.

The new rates reflect costs the company has incurred over the last several years to maintain its delivery system and other factors including employee healthcare and wages, insurance, newer technology, billing and customer service, and more. Since its last rate increase was approved in 1996, the company has invested more than $280 million to provide service.

Under the settlement, the company will expand its already encompassing weatherization and customer assistance efforts to assist those struggling with their energy bills. Columbia Gas of Pennsylvania has a comprehensive array of methods to assist low income customers and those households in need of assistance. The company has a team of in-house social service workers and partners with hundreds of nonprofit organizations to offer conservation,� weatherization and payment assistance for low income customers.

"Some customers may be under the impression that we've adjusted distribution rates periodically over the years. Distribution rates reflect the costs with the delivery of gas to customers and make up less than 30 percent of the average bill," said Murphy. "Each quarter we file for adjustments with the PUC for our purchased gas costs - or the price of the gas that customers use to heat their homes and cook their meals. We are required by law to pass the cost of natural gas to the

customer without markup or profit. The gas cost makes up the majority of the average bill and is subject to market prices that are driven by supply and demand."

York County Community Foundation and Columbia Gas Team Up to Assist those in Need

CANONSBURG, PA (April 21, 2008) -- Columbia Gas of Pennsylvania and the York County Community Foundation (YCCF) are teaming up to help lower energy bills for deserving York households. Columbia is providing the YCCF with a $7,500 grant to be distributed to three highly regarded York community-based organizations at a small ceremony at the YCCF offices on Tuesday, May 13 at 11 am.

The YMCA of York, the YWCA of York, and the Crispus Attucks Association are all involved in the rehabilitation of local properties. Each of these groups will identify 25 deserving households to benefit from the programmable thermostats.

"Columbia Gas prides itself in providing assistance for York households in need," said Patricia Terpin, Director of Customer Programs for Columbia Gas of Pennsylvania. "By partnering with community groups like the YCCF, YMCA, YWCA and Crispus Attucks we can help even more families for years to come. Programmable thermostats save the average household around $150 in energy costs and are environmentally responsible. The thermostats can be set by the user to adjust temperature settings while the home is unoccupied during the day or while people sleep at night.

"Providing these thermostats through Columbia Gas is one more example of YCCF's commitment to preserve and enrich the quality of life in York County," said Susan Barry, President of YCCF. Columbia Gas Upgrades Main Line Distribution Along Union Ave; Single-Lane Traffic Expected to Affect Morning Commute

Part of company's $1.4 billion infrastructure upgrade

CANONSBURG, PA (February 15, 2009) - As part of its $1.4 billion infrastructure upgrade, Columbia Gas of Pennsylvania is replacing more than 500 feet of natural gas distribution lines along Union Avenue in the Avalon/Bellevue neighborhoods of Pittsburgh.

The upgrade will begin Monday, February 18 and is expected to last through March. Work crews will be in the area each day from 9 am until approximately 3 pm. Traffic will be restricted to one lane with construction flaggers directing the flow of vehicles. Since the work will be conducted in the early afternoon, the upgrade should not affect the afternoon commute.

"While there will be some short-term inconveniences, this upgrade will provide long-term benefits in Avalon and Bellevue," said Columbia Gas Construction Leader Donald Crum. "We want to be as mindful as possible for the tens of thousands of residents that travel Union Avenue on their way into work each day. While one lane will still be open, commuters should plan accordingly in the morning before they leave for work."

Most residents take Union Avenue on their way to Ohio River Boulevard to the city each day. The existing low-pressure gas line along Union Avenue has been in service for several decades and has reached the end of its useful operating life. The company is replacing the existing steel gas line with a new six-inch plastic polyethylene line to serve the community. Polyethylene is an industry standard and is far less susceptible to corrosion, pressure and abrasion.

This replacement project is one of many upgrades across the state the company is making. Columbia is analyzing the region's aging infrastructure and replacing facilities as necessary to continue to provide safe and reliable gas service. This year marks the official start of the company's 20-year infrastructure replacement program that will replace more than 2,400 miles of underground natural gas lines and facilities.�

Columbia Gas of Pennsylvania to invest more than a billion dollars in region's aging natural gas infrastructure

Proactive investment will ensure safe and reliable natural gas service for generations

CANONSBURG, PA (October 3, 2007)�- As part of its ongoing effort to provide customers with safe and reliable natural gas service, Columbia Gas of Pennsylvania is proactively investing an additional $60 million annually for the next twenty years in the underground pipes and facilities that deliver natural gas to more than 410,000 homes and businesses across the state.

This is among the first major, systematic natural gas infrastructure replacements of this magnitude in Pennsylvania and the country. The project is expected to create hundreds of family-sustaining jobs for Pennsylvanians, while infusing tens of millions of dollars into the local economy from engineering and construction to agricultural and hospitality jobs and businesses and many more.

Columbia Gas of Pennsylvania President Terrence J. Murphy made the announcement at the company's Washington, Pennsylvania operating facility, where much of the infrastructure analysis and replacement work will be completed. Murphy was joined by Director of the Southwest Regional Office of Governor Edward G. Rendell Allen Kukovich, Washington County Commissioner and Chairman of the Southwest Pennsylvania Planning Commission J. Bracken Burns Sr., Executive Vice President of Corporate Relations for the Allegheny Conference on Community Development and Pittsburgh 250 Executive Director Bill Flanagan, and a host of regional corporate and community leaders.

"Because natural gas is one of the safest, most reliable and environmentally friendly fuels, this investment is even more important for the future of our region," said Murphy. "Columbia Gas has been part of the fabric of Pennsylvania for more than a century and this investment represents our commitment to the state and to the communities and residents that we serve."

To complete this upgrade Columbia will replace approximately 600,000 feet of underground natural gas distribution lines and facilities each year. Over the 20-year program, the company expects to replace upwards of 2,400 miles of aging gas lines. If placed end-to-end the pipe would stretch from Pennsylvania to California.

A safe and reliable infrastructure is of particular importance in older states such as Pennsylvania. This is evidenced by a large number of water, sewage, roadway and bridge replacement programs in being carried out in Pennsylvania.

Columbia has already piloted a handful of successful replacement projects this year. The next phase will be to continue analyzing the system and prioritizing community replacement projects for 2008 and beyond. To minimize inconveniences and maximize efficiencies, Columbia will make every attempt possible to complete projects in conjunction with existing infrastructure upgrades such as water systems and roadways. Gas service in most communities will be upgraded to a more consistent medium-pressure system, which allows for improved reliability and safety.

"The men and women that make up Columbia Gas have serviced and maintained our existing infrastructure for decades, but the facilities are simply nearing the end of their useful operating lives," said Columbia Gas General Manager of Operations Dan Cote who implemented a similar program in the New England area for a sister company of Columbia Gas. "Our system is similar to a residential roof - a homeowner can do all they can to maintain their roof by patching and replacing components as needed, but eventually that roof will need to be replaced."

The company will utilize state-of-the-art technologies during the replacement projects, such as high-density polyethylene pipes. These pipes are a proven technology used over the last several decades. The material lasts longer and is far less susceptible to corrosion, abrasion, temperature and pressure. If the company needs to isolate sections of service, crews can easily pinch the plastic line while the work takes place. These lines can also be fused together to allow for faster repairs.

An important aspect of this project is communicating with the community. Depending on the individual needs of a neighborhood, the company may host meetings with residents, community leaders, elected officials, emergency personnel, and contractors. When possible the company will staff an on-site informational office during work hours. Customers will also receive a series of direct mail pieces and letters on the project and how it might affect them. Households will also receive the name and direct phone number for the project coordinators to answer any questions that they may have on the upgrade. The company will also be running a series of informational advertisements on the radio and in newspapers to educate customers on the projects and on overall natural gas safety.

A special website has been developed for the project, which includes daily updates and detailed, consumer-friendly, interactive demonstrations.

On Thursday, October 4 the company will conduct a similar announcement at its York Operations Center in York County. The company will be joined by York County Community Foundation President Susan A. Barry, Former Pennsylvania Public Utility Commissioner and Chairman Terrance J. Fitzpatrick, City of York Director of Public Works Jim Gross, and other local and community leaders.

Fitzpatrick recently submitted a white paper entitled "The State of Utility Infrastructure in Pennsylvania" before the Consumer Affairs Committee of the Pennsylvania House of Representatives. Earlier this year, while still serving as a PUC Commissioner, Fitzpatrick drafted a similar report entitled "A Comprehensive Approach to Improving Utility and Transportation Infrastructure in Pennsylvania" that stressed the importance of replacing aging facilities.

U.S. Department of Energy Finds Natural Gas Is Best Home Energy Value in 2007

Some households could save tens of thousands of dollars over the average life of their heating appliances

CANONSBURG, PA (April 17, 2007) - Good news for natural gas customers, according to the Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy the cleaner burning fossil fuel will cost less to use in 2007 than other major home energy sources. The DOE forecast of projected costs of natural gas, electric, propane and kerosene energy use was recently published in the Federal Register.

According to DOE, one million British thermal units (Btus) of natural gas will cost an estimated $12.18 this year - while the same amount of electricity will cost families more than twice as much ($31.21) on average. Natural gas will also cost less than heating oil ($16.01), kerosene ($19.48) and propane ($20.47). BTU is defined as the amount of heat required to raise the temperature of one pound of water by one degree Fahrenheit.

"While Columbia doesn't profit from the cost of natural gas, this is good news for the 400,000 customers we serve in the Commonwealth," said Columbia Gas of Pennsylvania president Terrence Murphy. "We're pleased that our customers can look forward into the year and feel good knowing that they heat their homes with America's best energy value."

The least expensive way to heat a home in 2007 is with a high-efficiency (94 percent) natural gas furnace, according to an American Gas Association analysis of DOE's cost projections. Over the average 20-year product life households would spend $22,580 more to use an electric resistance furnace, $14,540 more for an 80% efficient propane furnace, and $2,900 more for an 84% efficient oil furnace than a 94% efficient natural gas furnace.

According to the figures, households could save up to $2,000 in water heating costs over the nine-year life of an average natural gas water heater versus an average electric water heater. Natural gas water heaters typically cost $294 annually and electric water heaters cost $517 annually or 75% more.

With the current projected costs, homes using a high-efficiency natural gas furnace and a natural gas water heater could save tens of thousands of dollars in combined energy savings. Homes with another heating source may want to switch to natural gas given the economic payoff and overall safety benefits. The natural gas pipeline system is the safest energy delivery system in the country, according to government statistics.

Consumer note:

Columbia recently filed a quarterly gas cost recovery with the Pennsylvania Public Utility Commission. Residential customers pay $10.25 per MCF or per 1,000 cubic feet. Columbia's average residential bill is around $115 per month. Aside from the gas supply charge, the other components of a Columbia monthly gas bill include charges for the service and delivery of natural gas and state and local taxes. The service and delivery amount has not changed since 1996.

Neither Columbia Gas, nor their parent company NiSource, profits on the cost of natural gas. The company is required to pass on the cost of natural gas to the customer without any markup or profit margin.

A Frigid Winter Prompts Columbia Gas to Remind Customers of the Help Available for Those Struggling to Pay Heating Bills

CANONSBURG, PA (February 11, 2009) - With two more months of winter weather ahead, Columbia Gas of Pennsylvania is issuing a timely and important reminder to customers that a comprehensive platform of assistance programs is available for those who are struggling to meet their home heating bills.

"Between the ongoing economic challenges and a frigid January, our call center and local social service agencies have seen a dramatic rise in the number of customers who are requesting financial assistance," said Patty Terpin, director customer programs, Columbia Gas of Pennsylvania. "Despite the increase in referrals to programs, Columbia Gas believes that many customers are still not aware that help is available."

A sampling of these programs includes:

Budget Payment Plan. The Budget Payment Plan allows customers to spread yearly gas costs over 12 months by paying a monthly budget amount instead of paying their account balance each billing cycle.

Extended Payment Plans. Columbia Gas� works with customers with past-due bills to set up a payment plan. This allows customers to prevent termination while paying the past-due bill over time.

The Customer Assistance Program (CAP). The CAP program offers affordable payment plans for customers with low incomes and long-term bill payment problems. There are set guidelines that define a customer's eligibility to participate.

Fuel Fund. Columbia Gas' Fuel Fund, administered by the Dollar Energy Fund, provides energy grants to customers for use in offsetting overdue payments or restoring service to terminated utility accounts. The Fund is designed for customers with low incomes who have exhausted all other available energy-assistance programs (income guidelines change annually).

Low Income Home Energy Assistance Program (LIHEAP). Aside from offering its own assistance programs, Columbia Gas serves as a link to federal funds that provide financial help to cover residential heating costs. The funds are distributed as energy grants. Guidelines focus primarily on household size and income level and change with each new heating season. Columbia Gas has current information on eligibility and program details.

What: The census is a count of everyone residing in the United States.

A. The individual in whose name the housing unit is owned or rented should complete the questionnaire on behalf of every person living in the residence, including relatives and non-relatives.

A. In 2010, every residence will receive a short questionnaire of just 10 questions. More detailed socioeconomic information previously collected through the decennial census will be asked of a small percentage of the population through the annual American Community Survey. 5. How does the Census Bureau count people without a permanent residence?
A. Census Bureau workers undertake extensive operations to take in-person counts of people living in group quarters, such as college dormitories, military barracks, nursing homes and shelters, as well as those who have been displaced by natural disasters.

CANONSBURG, PA (April 22, 2008) - In honor of the 39th Earth Day, Columbia Gas of Pennsylvania and Columbia Gas of Maryland, wholly-owned subsidiaries of NiSource Inc. (NYSE: NI), today awarded grants worth over $23,000 to 10 organizations throughout Pennsylvania and Maryland through the NiSource Environmental Challenge Fund.

"Columbia Gas is committed to supporting local organizations who share our commitment to improving the environment and the quality of life in the communities we serve," Columbia Gas President Terry Murphy said. "Our commitment to the environment is also best demonstrated by the dedication of our employees, many of whom volunteer countless hours to making a real difference across Pennsylvania and Maryland."

A local Environmental Challenge Fund Advisory Board, comprised of Columbia Gas employees and members of the environmental community, reviewed and selected the winning proposals from grant requests submitted earlier this year.

The Environmental Challenge Fund is a not-for-profit corporation that offers an annual grant competition to support local natural resources and wildlife enhancement projects and related educational efforts in the communities across NiSource's service area. This geographic area stretches across 19 states, from the Gulf Coast through the Midwest to New England.

Columbia Gas to Upgrade 8,000 Feet of Natural Gas Pipe in Warren

Infrastructure investment will bring medium pressure gas service to Warren's core

CANONSBURG, PA (May 18, 2007) - As part of its ongoing effort to provide customers with safe and reliable natural gas service, Columbia Gas of Pennsylvania will upgrade 8,000 feet of natural gas infrastructure along Pennsylvania Avenue in Warren.

The upgrade is in tandem with previously scheduled construction projects, which include roadway and other utility projects. Work will begin on May 21 and the majority of the work should be completed by early August.

Columbia Gas will install plastic polyethylene natural gas lines and new underground facilities throughout the area. Most of the improvements will be by way of 8" mainline along Pennsylvania Avenue. This medium pressure system is designed to serve Warren for generations. Only sections of the existing services were medium pressure.

"We're installing state-of-the-art technology with this infrastructure improvement, designed to last for generations," said Columbia Gas General Manager of Operations Dan Cote. "Since natural gas provides the safest and most economical home energy choice for so many Americans, this investment truly represents the pipeline to the future of Warren."

Polyethylene pipes are designed to last longer and are far less susceptible to corrosion. If a section of line is damaged or if the company needs to isolate sections of service, crews can easily clamp the plastic line while the work takes place. The existing infrastructure was made of steel and served customers well for decades, but has reached the end of its useful operating life.

Later this year the company will upgrade facilities along Averil Street, Bradley Street, Dartmouth Street, Hammond Street, Irvine Street, Lincoln Avenue, Madison Avenue, Marrer Street and South Street.

In addition to the mainline upgrade, customer service lines running from the street to businesses and homes will be replaced to maintain medium pressure compatibility. For some, this may require relocating indoor meters to the outside for future maintenance. Columbia Gas will minimize any service interruptions while the work is taking place. As with any construction project, traffic restrictions may periodically occur in the area.

Pennsylvania has some of the oldest infrastructure in the country. The company is proactively analyzing the region's aging infrastructure and replacing facilities as necessary.

Call 811 to Reduce Number One Cause of Natural Gas Pipeline Damage

CANONSBURG, PA (May 3, 2007) - Building a deck? Planting a tree? Installing a mailbox? Beginning this week, Columbia Gas of Pennsylvania customers and residents across Pennsylvania can call the new national 811 hotline before they dig.

Effective May 1, the FCC has designated 811 as a national hotline to make calling before you dig easier. Dialing 811 will automatically direct callers to the Pennsylvania One Call System, who will then alert the appropriate underground facility owners - like Columbia Gas of Pennsylvania - of your intent to dig. The facility owners will identify underground lines or facilities at your work site.

The number one cause of natural gas pipeline damage is from third parties digging near facilities. If you are landscaping or planning a construction project, state law requires you to contact the Pennsylvania One Call System three workings days (not including holidays and weekends) before any landscaping, excavation or construction project.

"By calling 811, individuals or professional excavators can have underground utility lines marked and prevent underground utility damages, harm to property or individuals, disrupting service to an entire neighborhood and avoid the potential for fines or repair costs," said Dan Cote, general manager operations for Columbia Gas. "We encourage any person planning to dig to call 811 before beginning work at home or on the job site."

This service is free for non-profit organizations and homeowners doing work on their own residential property. Contractors who do not belong to participating associations and non-member facility owners are assessed a fee.

Here are six simple tips to avoid damaging underground utility facilities:

Determine your project area and mark with white paint
Call the Pennsylvania One Call System at 811
Make sure you know the county and township you're working in
Provide the name and contact information for the person digging
Allow time for the company to mark off underground utility service
Dig with caution and care and remember, safety first

Grant funds local artist's inspiration for water feature in P.J. Caul Park

CANONSBURG, PA (April 15, 2008)�- Thanks to a $5,000 from Columbia Gas of Pennsylvania, the Committee to Clean and Beautify Ambridge has reached their financial goal to erect an artistic water feature in P.J. Caul Park.

An additional $5,000 was awarded by The Sprout Fund several months ago as part of the Pittsburgh 250 Community Connections program. Both initiatives have received Columbia Gas grants as well. The Committee to Clean and Beautify Ambridge conducted additional local fund raising efforts as part of the project.

"Columbia Gas is only as successful as the communities that we serve," said Operations Center Manager Mike Huwar who oversees the company's operations throughout Beaver County. "Not only will this project help to improve the park, but it's also supporting a local artist's vision and we're proud to be a part of that."

The new water element is being designed by Ambridge artisan Rob DeMacio. The feature is part of the committee's efforts to beautify the gateways leading into Ambridge.

Ambridge Borough Manager, Kristen Denne said that the committee hopes to unveil the water feature at a kick-off ceremony before Ambridge Nationality Days this May.

Columbia Gas to Upgrade 3,000 Feet of Natural Gas Pipe in York

CANONSBURG, PA (January 21, 2009) - As part of its ongoing effort to provide customers with safe and reliable natural gas service, Columbia Gas of Pennsylvania will upgrade 3,000 feet of steel natural gas pipe along North Sherman in York.

Contractors will begin construction the first week of February and are expected to complete the majority of the upgrade by mid May. Paving and concrete restoration work will follow and is expected to be completed in early summer.

The project will affect customers residing on North Sherman Street between Market and Hay Streets. In addition, some customers on Clark Alley, Glen Place, Ridge Avenue and Wallace Street may also be impacted.

The project also includes replacement of customer service lines from the street to businesses and homes, and may require relocation of meters currently inside buildings for maintenance purposes. This work will be completed at no cost to customers.

Columbia Gas will work to minimize service interruptions to businesses and homes while the work is taking place.

Columbia Gas has been systematically upgrading the aging pipe by replacing older, existing sections each construction season. The company is proactively analyzing the region's aging infrastructure and replacing facilities as necessary in order to continue to provide safe and reliable service to customers.

Paper pledge form instructions

Please complete all sections and make sure to sign and date your form.

Employee Pledge Information

Please verify that all of your information is correct. If there are changes that need to be made, please fill them in on the form.

Pledge Committment

Please fill in your total annual pledge. If you are giving via payroll deduction, please complete that line and check the box for "number of pays." If you are paid once a month, check the box for 12 pays. If you are paid bi-weekly, check the box for 24 pays. In the months where you receive 3 paychecks, United Way deductions are only�taken out�of the first two paychecks.

If you want to do Minutes of Giving, please make sure to check that box as well. Please refer to the chart on the back of the pledge form for your Minutes of Giving amount.

IMPORTANT: The company is no longer able to do one-time payroll deductions. If you sign up for payroll deduction, the same dollar amount must come out of your pay all year long. Please divide your total pledge amount by the number of payroll deductions you have in one year (12 or 24) and use that amount for your deduction. Note that United Way pledges are deducted only on the following schedule: 12 or 24. If there are three pays in a month, the deduction is only taken out of the first two pays.

Cash, checks, stock/securities, "Bill me" and credit cards are all accepted. The "Bill me" option is only available for pledges of $50 or more. Please make all checks payable to "United Way."

Giving Options

If you want your gift to go to a particular United Way, please designate that United Way by checking the appropriate box. If you want part of your gift to go to the United Way and part to go to a particular agency, fill in the amounts in the boxes provided. If the United Way you want to give to is not listed on the form, please fill it in under "Other United Way."

Each�Employee Campaign Manager (EMC)�will be provided with one paper copy United Way agency codebook. Employees may also look up agency codes online at United Way Pittsburgh�or United Way Washington County.

An agency code book for Pennsylvania�is also available via WEB SITE. You will need Adobe Acrobat Reader to view the codebooks on the site.

If you do not know your agency's code, please fill in the agency name and phone number. A representative from the United Way will call you if there is a problem finding the agency. Or you can call the United Way of Washington County at 724.225.3310 to find out your agency code.

Signature

Please sign and date your form. This is required for your pledge to be processed.

If you donate more than $750, you are a Leadership Contributor. Please fill in how you would like your name to appear in the Washington County, PA United Way Leadership Directory.

Form Processing

Please make sure you sign and date your form, and make a photocopy if you would like for your records. Please make sure to indicate on the form if you are participating in the Minutes of Giving.

Please make sure to return all forms to your EMC by Friday,�October 15.�
